US Hardwood Plywood Industry wins 1st round in trade case against China, Indonesia, Vietnam

The US International Trade Commission (ITC) determined that hardwood and decorative plywood (HWDP) imports from China, Indonesia, and Vietnam are harming the US industry.

Wiley, a Washington DC law firm, filed the petitions on May 22 on behalf of the Coalition for Fair Trade in Hardwood Plywood.

The coalition includes five US producers: Columbia Forest Products, Commonwealth Plywood, Manthei Wood Products, States Industries, and Timber Products.

Petitioners claim that dumped and subsidized imports from these countries are damaging the domestic market and pose further risks.

On June 11, the US Department of Commerce started antidumping (AD) and countervailing duty (CVD) investigations on these imports.

Alleged dumping margins: China up to 540.07%, Indonesia 84.94%, and Vietnam 152.41%.

Commerce is also investigating 33 subsidy programs in China, 12 in Indonesia, and 26 in Vietnam.

Commerce is expected to announce its preliminary CVD decision in August and preliminary AD decision in October; if both findings are affirmative, provisional duties will be imposed.
