Federal Maritime Commission (FMC) calls on ocean carriers to pay for container storage

  • FMC wants ocean carriers serving the Port of New York and New Jersey to prevent forcing shippers and drayage truckers to keep their containers, instead paying them for it when they do.
  • FMC already investigated carriers charging per diem container charges even when the shipper or trucker cannot return the container due to terminal congestion.
  • Last week, the National Industrial Transportation League and Bi-State Motor Carriers Association urged FMC to discontinue demurrage and detention at the port due to terrible congestion amid high import volume.
  • The Port of New and New Jersey charges ocean carriers a $100 per container fee on long-dwelling import or export containers, to free up space and improve the balance between imports and exports, which will be effective from September and is pending a required 30-day federal notice.
