Trade organizations demanded a review of EU's Consortia Block Exemption Regulation convenience

  • 10 trade organizations which are the owners and forwarders of cargo, port terminal operators, and supply chain members are requesting a prompt review of the European Union’s Consortia Block Exemption Regulation for the container shipping industry.
  • The Regulation frees container shipping lines from the checks and balances of EU competition law and permits them to trade information to manage the number and size of ships deployed and the timing of sailings on trade paths.
  • Since April 2020 when the Regulation was last renewed, the supply chain suffered a huge disturbance to the movement of goods by container shipping, many sailings are being canceled and ports are being skipped at short notice.
  • At the same time, shipping rates quadrupled on many routes and continue to remain three to four times higher than in 2019 before the pandemic.
  • The Regulation’s review will allow all interested parties to submit evidence and discussions as to how the Commission should ensure the deep-sea container shipping market operations which will be unbiased to all parties in the maritime supply chain.
  • The 10 organizations are the European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT), FIATA International Federation of Freight Forwarders Associations (FIATA), International Association of Movers (IAM), Federation of European Private Port Companies and Terminals (FEPORT), European Shippers’ Council (ESC), Global Shippers Forum, International Union for Road-Rail Combined Transport (UIRR), FIDI Global Alliance, European Barge Union (EBU), European Tug owners Association (ETA).
